Why are some police officers, where a black band across their badges?
Sometimes I see the police have a black band covers the center of plate. It is usually made of fabric or ribbon or something. I wonder why. According to the rumor, which means that they are studying or did something wrong and are awaiting sentencing (the suspension and this step). Is this true? If not, why?
